The question of what the war in Ukraine is all about, what’s at stake there, is not asked in the West’s democratic public sphere (example: Germany), but rather is outstripped by a politico-moral answer. To wit: the Kremlin is all about conquering, suppressing democracy in Ukraine and in general, embarking on a new Russian imperialism; the Supreme Commander-in-Chief wants personal power. Ukraine is fighting to defend itself against illegal aggression and protect democratic values. The NATO states are helping the victim of an attack that violates international law, promoting the European peace order and the rules-based world order overall. The need for a just course of war is met with vicious Russian attacks on civilian targets, with Ukrainian actions that in part arouse hope for a breakthrough and a Russian defeat, in part regret about lacking success, in part consent to attacks on targets inside Russia, as well as with the unremitting demand for deliveries of weapons of the next higher caliber. People who have reservations about continuing and escalating the war and German participation in it do not stand a chance when they’re condemned as taking sides with a criminal and refusing to provide emergency aid. When they occasionally express fears of a nuclear war that would devastate Europe, they have been taken in by baseless threats from the Kremlin. And so forth. After a year and a half of war in Ukraine, the world is more ideologically in order than it’s been for a long time.
Experts and government advisors of the two nuclear powers involved in Ukraine quite seriously pose the question of what is at stake in Ukraine for each of them and in general, and as professional partisans they give somewhat different answers. In Russia, there is debate about the pros and cons of using nuclear weapons; in the USA, there are firm views on this. Both are documented below in order to draw some conclusions about the nature of the deterrent relationship between the USA and Russia.

Zur Bedeutung atomarer Abschreckung im Ukraine-Krieg (GS 3-23)
Die Frage, worum es im Ukraine-Krieg geht, was dort auf dem Spiel steht, wird in der demokratischen Öffentlichkeit des Westens, vorbildlich in der deutschen, nicht gestellt, sondern durch die politmoralische Antwort überrundet: Dem Kreml geht es um Eroberung, Unterdrückung der Demokratie in der Ukraine und überhaupt, den Einstieg in einen neuen russischen Imperialismus, dem Oberbefehlshaber um seine persönliche Macht. Der Ukraine geht es um Verteidigung gegen illegale Aggression und den Schutz der demokratischen Werte. Den NATO-Staaten geht es um Hilfe für das Opfer eines völkerrechtswidrigen Angriffs, die europäische Friedens- und überhaupt die regelbasierte Weltordnung. Ideologisch ist die Welt nach anderthalb Jahren Ukraine-Krieg so in Ordnung wie lange nicht.
Experten und Regierungsberater der beiden in der Ukraine engagierten Atommächte stellen die Frage, was in der Ukraine jeweils für sie und überhaupt auf dem Spiel steht, ganz im Ernst, und in professioneller Parteilichkeit geben sie etwas andere Antworten. In Russland wird über Pro & Contra eines Atomwaffeneinsatzes diskutiert; in den USA gibt es entschiedene Einschätzungen dazu.
Beides wird im Artikel dokumentiert, um daraus ein paar Schlüsse auf die Eigenart des Abschreckungsverhältnisses zwischen den USA und Russland zu ziehen.
